There are multiple books with this name. All of them, and many other texts ranging from history to theory and more, can be found on the Anarchist Library. The book published under the name you've mentioned is incredibly stupid and contains instructions such as "throw gum onto the ground at your school!" (actual section in the book). The book you are more likely thinking of is called "Recipes for Disaster" and can be found on the library or ordered from its original authors, Crimethinc. This book is a guide for legal but useful skills such as wheatpasting, banner drops, protests, murals, paint, and many other nifty things.
The media focuses on "the anarchist cookbook" because it sounds scary, but its actually a rather useful and chill text. Cops should realistically be watching out for books like Ecodefense by Robert Foreman or the CIA Sabotage Guide, but those books don't make anarchists sound evil so they get much less attention.

Ach I have spread disinformation. I did some googling and you are completely correct, a book published under that title in 1971 does contain that information. I have never heard of any modern anarchist using or owning that book, as most modern anarchists veer away from those sorts of tactics. 1971 makes sense, as the Weather Underground and other groups that were active in that era did seriously employ such tactics. My apologies for the misinformation.

Ive always been fascinated by weapons, while being against most forms of violence for a majority of my life i think my moral compass has started to shift recently as i now see that sometimes human life isnt precious if said human is a vile monster without a scrap of soul left, see most politicians, and i just think its kinda neat to have something so forbidden like that version of the book, i doubt ill ever get a hold of it, so ill just keep hoping ill get to move to america one day and buy a big solid gold desert eagle
